Joe is responsible for growing and strengthening Internationals Network’s proven approach to providing outstanding educational opportunities for English language learners. Joe focuses on organizational strategy, core values, partnerships, policy and advocacy, and fundraising. Previously, Joe served as Deputy Director of Internationals Network for Public Schools. Joe is the founding Principal of the Flushing International High School in New York City. He was also a teacher at the Brooklyn International High School and completed an administrative residency at LaGuardia Community College. Joe began his teaching career in the Washington, DC Public Schools and, prior to teaching, worked at the Aspira Association in Washington, DC. Joe holds a B.A. in History and Hispanic Studies from Connecticut College and a M.A. in ESL/Secondary Education from The George Washington University in Washington DC. He is a graduate of the New Leaders for New Schools urban principal preparation program.

Since its incorporation in 2004, Internationals Network has substantially increased the number of affiliated International High Schools while sustaining and deepening a dynamic collaborative network based on a quarter of a century of excellence and school based practice. Prior to founding Internationals Network for Public Schools, Claire worked in diverse roles and settings spanning public secondary education, teacher education and community/workplace organizing. She has provided guidance on broad school reform initiatives in New York City and State, as well as nationally. Claire attended McGill University and Brooklyn College as an undergraduate and received masters and doctoral degrees from Teachers College, Columbia University.

Prior to her current job, Ms. Peng served for five years as Senior Education Policy Advisor to Deputy Mayor Dennis Walcott. She played a lead role in crafting and implementing the school governance reform legislation establishing mayoral control of the schools, advised on all issues of education policy and reform, and developed and oversaw education strategies and initiatives throughout the system. She later served as a mayoral appointee to the NYC Panel for Educational Policy. Prior to joining Mayor Bloomberg’s administration, Ms. Peng directed parent engagement efforts and the support of School Leadership Teams at the New York City Board of Education’s Chancellor’s District, a district of low-performing schools. She also worked at the National Urban League, as a consultant to The After-School Corporation, as a legal fellow in India researching child labor and education issues, in the Educational Opportunity Section of the U.S. Department of Justice, and in the Yale Law School Legal Services Clinic, representing asylum-seekers and low-income clients. She graduated from Yale College and Yale Law School in New Haven, Connecticut, where she taught law to high school students as co-director of the Street Law project and helped to found the Amistad Academy charter school.
